today, that's the final debate before the election. so mitt romney to the, he gave this 20-minute speech on foreign policy. not exactly one of romney's stronger suits thus far. take a look at yet another poll here. the question being better on foreign policy shows him trailing the president by seven points on that one specifically. wolf blitzer, let's talk to you about all of this. joining me live from washington here. and we'll listen in a moment to that speech from mitt romney at vmi. let me ask you this, why a foreign policy speech this late in the election campaign? do you think he sees some sort of opening here? >> yes, i think that the killing of the american ambassador and three other americans in benghazi, libya, the consulate there, and the confusion surrounding the administration's explanation for what happened, the condemnation by some has given him a clear opening. take a look at what is happening throughout north africa and the middle east. he said that today. there is a lot of anti-american attitudes out there. he senses there is a moment now for him to take advantage and a

the president is vulnerable. i thought the most quotable line from the romney speech is hope is not a strategy talking about the middle east. you used the words leading from behind. mitt romney used it at least once in the speech. the speech was an attempt to say, this is what barack obama has done. here is what i would do. it was tonal more than specific. it was more we need to be bigger, more aggressive whether it's iran or another syria. it was broadly philosophically we need a stronger, more muscular approach. >> on several points he's critical on iran because he would have opposed the initial attempt to open up towards iran and thinks the president didn't go far enough at all in supporting the green revolution of students in iran in june of 2009. the response from the obama team is that the iranian leaders, the reform leaders, student revolutionaries were saying, don't be too overt. it will have a backlash effect. that can be e debated. on sanctions they are criticizing the failure to go tougher though the president arguably did better than george bush in getting russia and china to permi

speech right before the election? >> yes. mitt romney has been aggressively pursuing the foreign policy area because he thinks the president is vulnerable. yes, the president did manage to kill osama bin laden on his watch, but in certain other areas the romney folks if you listen to all of the national security advisers, the foreign policy advisers, they think the president is very vulnerable, especially the notion of leading from behind. they say a romney administration would not lead from behind but rather lead from out front, and they're going to go after the president aggressively. you will see this in the course of romney's address which has been very carefully prepared and carefully written and you certain saw to a certain degree when romney did his overseas trip over the summer when he went to britain and then to england and then israel and then he went to poland and the series of speeches he delivered were pretty tough on the president even though he was reluctant to overly criticize the president overseas. the message certainly came through and certainly came through in the in

of the speech today for team romney. >> reporter: yeah, thomas. as you know, this is not the first time spoken about foreign policy issues but the timing is critical now after the strong debate performance and the final month the campaign says they believe what the independent eyeballs focusing on this. as you noted, trying to demonstrate that peace through strength and effectively accuse the president of being a weak leader who has been bad for the military of this country. among some of the comments are the following. i know the president hopes for a safer, freer and more prosperous middle east allied with the united states. i share that hope but hope is not a strategy. there will also be familiar themes that we expect to hear here. the significance of avoiding defense cuts, specifically referring to sequestration and could affect tens of thousands of people here in virginia specifically. the need to reinvest in the military and the significance of working closely with america's allies. a lot of these contrasts rhetorical more than actual contrasts and witness. he's been vague as some notice

know, if you would have lisped that speech, you would assume atmospherically that romney had very strong disagreements with the obama administration, but his problem is that obama has run a foreign policy almost like a moderate republican. it's been internationalist, and not too liberal in temz of the human rights oriented. the syrian issue is the one place romney can find to make a distinction. as you point out, it's a very difficult policy to enact. the syrian insurgency is really an uprising of 100 armed militias all over syria that are not particularly well connected to one another. >> you wouldn't understand the goals of the people you are arming, and there is a danger that some of this would blow back in just a way in the afghan skas where the people we armed turn into terrorists. >> it sounded me like he is saying we should allow the saudis and the qatarese to provide more assistance. not arm them ourselves. sdhoo romney implied that the administration was being deceptive, trying to convince us that the attack on the u.s. consulate in benghazi was a random response to the f

charged speech in virginia is distraction and accusing allies of romney of spreading the tape to the media. the romney come pain denies having -- campaign denies having any part in it. it surfaced last night on daily caller.com and thin ran on "hannity." the speech was open to the press in hampton university in june of 2007. we covered that speech on "special report" with brit hume. ran a sound bite from senator obama on his concern about the federal response to hurricane katrina. other media outlets covered it as well. but what was not covered then was senator obama's praise for his controversial pastor jeremiah wright. the additional comments what about he called disparity in the way new orleans got federal assistance after katrina and his charge that that was because of race. >> there is a law, federal law when you get reconstruction money from the federal government called the stafford act. basically it says when you get federal money you have to give a 10% match, local government has to come up with 10%. every $10 federal government comes up with, local government has to give $1. now
